Zero tolerance against crime, violence

Kathmandu, May 4

The government has warned that it will maintain a zero tolerance of violence and crime in the country.

According to the policies and programmes presented by President Bidhya Devi Bhandari at the joint sitting of the Federal Parliament for the fiscal 2019-2020 yesterday, violence will have no place in the country now onwards. The government will take strong stance against violent activities of all sorts for the protection of lives and property.

All those involved in any kind of criminal activities, contrary to the constitution and law, disrupting law and order and disturbing social harmony will be brought to justice.

“A scientific evidence-based criminal investigation and prosecution system will be developed.

The capacity of human resources involved in investigation and prosecution will be enhanced. Surveillance, investigation and inquiry will be strengthened to ensure that anyone involved in unauthorised use, misuse and exploitation of public property and in any other criminal activities will not be exempted from punishment,” it read.

According to the policies and programmes, the government is determined to maintain law and order and control crime through coordinated mobilisation of administrative and security agencies. National security system will be further strengthened by making all security agencies strong, competent and accountable.

“National Investigation Department will be developed as a professional intelligence institution,” it said.

All relevant mechanisms will be mobilised for disaster preparedness, search, rescue, and rehabilitation. Rehabilitation of those rendered homeless for a long time will be intensified.

Unnatural loss of lives due to lack of minimum services during disasters, including glacial lake outburst, cold wave, floods and landslides, inundation and fire, will be brought to an end,” it said.

Similarly, it stated that an early warning system for earthquake would be installed and made operational every 15 km, including at places where security agencies are located.

“Healthy, civilised and safe society will be established by launching programmes for prevention and control of narcotic drugs. Stern action will be taken against those who engage in production, trafficking, trade and abuse of drugs and luring children into drug addiction,” the policies and programmes read.

According to the policies and programmes, the government will also adopt technology-friendly measures to enhance security arrangements of prisons.

Construction and improvement of the existing infrastructure will be carried out.

Arrangements will be made to utilise the labour and skills of prisoners and detainees in development works.
